What if the project is small!

Then there is no financial commitment on your part until after you see and agree to the plan in stage 4 above, which will include the financial information.

What if the project is large!

Again there is no financial commitment on your part until after you see and agree to the plan in stage 4 above, which will include the financial information. However, the plan may include a two-phase (or more) approach depending on your desired objectives.

Phase 1 will be a study/specification project with duration and cost fully specified by stage 4 when you agree to the plan.

Phase 2 will be outlined by the planning stage 4, but it will be fully specified at the end of phase 1.

At the planning stage 4 your only commitment will be to the study/specification of phase 1. Once you are completely happy with the outcome of that study phase, you may optionally commit to phase 2 or decide to stop. You will be free to use the study and specification output of phase 1 at will with whomever you wish. The output is yours.
